Chelsea Hit With 74 FA Charges Over Agent and Third-Party Rules

The English Football Association has charged Chelsea with 74 breaches of its regulations concerning agents, intermediaries, and third-party player investments spanning from 2009 to 2022, with a primary focus on the seasons between 2010-11 and 2015-16 under Roman Abramovich’s ownership. These allegations revolve around specific sections of the FA’s Agent Regulations, intermediary rules, and restrictions on third-party ownership of players.
Chelsea has been given until September 19, 2025, to formally respond to the charges. The scale of the accusations underscores a prolonged pattern of alleged non-compliance with FA rules over more than a decade, placing the London club under intense scrutiny from both domestic and league authorities.
Since its takeover by Todd Boehly and Behdad Eghbali’s consortium in May 2022, the club has carried out its own internal review and voluntarily reported potential irregularities to the FA and other regulators. The new ownership has provided access to historical documents and data as part of a transparency drive.
Initial reports suggest that, despite the seriousness of the allegations, the most likely outcome could be financial penalties rather than sporting sanctions such as point deductions, although a separate Premier League investigation into the matter is also underway.
